So he wants everything to run through his vision of what he wants to change in the country in a way that we didn't really get under Starmer.
And that was a big part of the problem.
People just didn't know what they were supposed to be delivering for him because there was no sort of overall agenda.
And then you've got devolution, devolving power away from Whitehall into the regions.
And the people basically in charge of doing that, especially Lou Haig, who is the sort of de facto deputy prime minister, are people who don't really have those kind of front facing jobs at all.
They're going to be the ones trying to force through Burnham's agenda and kind of being his representatives on the ground.
He has said that he wants the whip system to work differently and not to punish backbenchers as much as previous administrations have for being rebellious.
He did in his book, I think he said he wanted to do away with the whip system altogether.
And so Annalise Midgley as chief whip, she'll probably have to make a bit of a show at least of doing the job in a slightly more...

And to do that, you know, because Whitehall doesn't like giving away power.
They don't, you know, there is a treasury orthodoxy.
There are all of these embedded sort of norms in the way that our politics works.
And that's precisely what Burnham has said is broken and needs to change.
So he is going to have to piss people off.
And probably some of those people are going to be his own MPs.
So it'll be interesting to see how this new sort of gentler approach to the whip system actually works.
People have felt very wounded on the Starmer side.
