Just sticking another domestic abuse tool in your crimes act does no good whatsoever if the people whose job it is to enforce the statute don't understand the crime they're being asked to enforce.
The concern that I would have would be you have a domestic violence victim who is fleeing the house and taking the pets with her because she's afraid of their safety with the perpetrator.
And the perpetrator will call the police and report her for coercive control involving a pet by taking the dog, you know, the pets with her when she flees.
And then the police show up, they'll arrest the domestic violence victim for trying to take the dogs with her when she leaves the home.
I mean, I just really can't emphasize enough.
Our police, like police globally, do not generally understand coercive control.
They are not generally able to identify it.

That our justice agencies adopt what's known as a primary perpetrator, primary victim framework for their responses to domestic abuse.
They don't do it.
So they'll respond to the incident that led to the immediate call out and they don't look at the whole history of the relationship.
So if one person has been abusing another for five years and that victim flees with the pets, it's not coercive controlling animal abuse.
It's protection of the animals.
If instead the victim flees and leaves the pets behind and the perpetrator won't let the pets go with the victim, that might be coercive controlling animal abuse.
But if you don't understand the dynamics of domestic abuse,
Odds are you're not going to get this right.
I would worry that this standing alone would result in victims of domestic abuse being arrested for trying to take their pets with them.
