So criminalizing course of control there has backfired.
And so I think a lot of experts like me are now really on the fence about whether we think other countries should criminalize course of control at all.
Because if you're not going to get the appropriate training and expertise to your frontline responders, then they could have all the tools in the world.
They're not going to use them correctly.
Also, what assurances do we have that this will
help victims get away and not actually make it even harder for victims to get away.
Because if they get this wrong, it could make it harder for victims to take their animals with them and leave.
And then that would actually
entrap them more in these abusive relationships.
