So the reference that Richard is making there is to such an export license being granted to the Israeli Defense Forces.

And when that application is made, the Department of Enterprise embarks on an exhaustive look at where that's going, who the end user is, what it's going to be used for.
And they must satisfy themselves, for example, that it's not going to be used in the context of the genocide that Richard is saying.
And Richard is making a little bit of belief to say that it's in connection with military activity.
