Yes, at the same time.

He suggested he wanted the final thing back by the end of this year.

So he's had to bow to reality a little bit there.

Maybe Louise Casey has told him it's not feasible to do the whole thing by then.

But he's definitely accelerated the timetable.

And the feeling is you need to get it going if you're going to produce something and act on it before the next general election.

the costs for any individual in the system, which was broadly what the Dilnot report, remember in 2011, Andrew Dilnot, the economist who was asked to look into this, his approach was to say, let's try and cap the costs that any individual has to face.

And he's put a low cost, actually, pretty low, 35,000.

So no one will have to spend more than that on their care.

So that's one way of doing it.

And that's what Boris Johnson was going to do.

At a higher cap of £86,000.

So accepting the principle, but putting in a higher cap.

Another way is to increase the means test threshold.

So people do get state-funded support, but only, as Alison was saying, if their means are below around £23,500.

You could raise that significantly so more people get the benefit of the state-funded support to maybe £100,000.

Again, that's what Boris Johnson planned to do.

That's what Theresa May planned to do.

And that's what Dilnot proposed.
