And it's worth thinking about the history of that, because what happened to it, it was cancelled by Liz Truss and eventually Rishi Sunak.

And their explicit argument was, this isn't the time to be raising taxes.

So you're going to run up against that same argument.

Putting up taxes is going to make the economy less progressive.

It's unfair on people to pay more in taxes.

It's going to hold back economic growth.

So Burnham, if he does want to fund this through a tax rise, will have to deal with all those objections.

I think it is worth saying cross-party talks is one thing, but intra-party talks, because there's been a lot of disagreement within parties about how to deal with this.

So David Cameron had a plan which Theresa May tore up saying the Dilnot plan was unfair.

Boris Johnson had a plan and that was scrapped by Rishi Sunak and Liz Truss because it raised taxes.

So it's very, very difficult to even get agreement within a single political party, let alone across three, four, five parties on how to approach this.
