I think they're largely congestion issues, whereas I think Hogback is really a safety issue.

You've gone through that whole process and then you were comparing that with moving funding from that whole holistic corridor process to a project that we haven't even completed the study yet.

It's like apples and oranges here.

And if we're going to get into the habit of rating funding from projects that we've been taking a very deliberate process,

to fund and to approve and to get into the CIP, and we wait, and then all of a sudden, oh, I don't like that.

I understand we share it in our various districts, but I think this would set a really bad precedent to do that.

We can have the discussion whether it's a smart one or not, but we've kind of had those discussions, and I think it's worthy.
