Why was it that the Ford was out there for 11 months?

It's not just because this is a new issue.

It's because we're the United States of America and we have global interests, we have global alliances, we have global partnerships, and we have to be in these places.

And when things happen, when perturbations happen, when crises happen, you have to be able to surge.

And this idea of just in time.

And it makes it difficult for us to get things under control.

But if we had had a 600-ship Navy, things would be a lot different than they.
