There was an issue about reconfiguration of that piece of equipment and no documentation so that other people coming along didn't know what had occurred earlier.

And there was a third issue around not replacing that piece of equipment

even though it had been in service for 15 years.

Now, if any one of those factors had changed, we might have had a different result and we wouldn't have experienced the mass outage that we had last week that really did lead to enormous chaos and disruption in the country.

Certainly in the Senate inquiry last week, we heard that Telstra had had more than 3,000 outages in 2024, and that increased to 5,221 in 2025.

So clearly there's an increasing frequency of these outages.

They're not all major outages like the big three, but they are certainly of a scale that impacts communities.

And we know that everyone relies on their phone for everything they do or their device.

And so we can't afford to keep having this sort of situation occur.

Well, domestic roaming means that if your provider has an outage or isn't working for some reason, that you can what we call camp on or switch to another provider's network and you can still get access to connectivity.

Now, this happens around the world, Canada, New Zealand.

It's a really good system because it means that the terrestrial infrastructure, so the towers that are in place, can be used by any provider to ensure that people get connected.

So,

If I'm with Telstra and I'm in an area and there is an Optus or a TPG connection there and Telstra is out like last week, I could camp onto another network.

So I'll still maintain that connection.

So it's a very good system.

International travellers that come to Australia get access to roaming.

We all know about roaming from when we go overseas and it works perfectly.

pretty well.

And the question is, why aren't we doing this in Australia?
