Bitcoin, when it started, was presumably one or some set of people, whoever Satoshi was.
By definition, when something starts, it's centralized.
There's a person behind it.
They have inside information and control.

So someone creates a new blockchain, you know, they have control over it.
And, you know, they have rules like if they, you know, they have lockups, for example.
