Uh two or three SAPs in different compartments were discovered to have been working on the exact same thing, the exact same time and

Which is duplicity.

So in other words, the taxpayers' dollars is being spent three times for something that could have been done, could have been spent just one time on one single compartment, a pro uh uh uh program, single compartment, or I should say a single program compartment.

Maybe that's the better way to say it.

Um uh and so it's stagnant, but every ten years they would resurrect it out of hibernation, assign it to companies with contracts, have the handful of employees that can pass.

See, this is something a lot of people in academia and the general public don't understand.

A wave any kind of special access program clearance, especially a waived unacknowledged one, has far, far, far, far more stringent background investigation requirements and demands than top secret, secret, and SCI do.

Uh and I have personal experience with that.

Who I won't name.

Basically, they had to go for a special access program background investigation to work on a CIA contract that the company had.

And

For TSSCI levels, which is what their clearances were at the time, that was fine.

They passed the background to have those act, those clearances, and the need to know for the projects they were working on with those clearances.

But they failed the C the uh the intelligence agencies uh background investigation for SAP clearances to give to those same guys.

So and they don't give you reason either.

They don't give you a reason so you could address it and say, oh, that's a deficiency we can explain.
