But last week, the Canadian government denied an export permit to ship the whales to an aquarium in China.
The amusement park says it has no choice but to begin euthanizing the belugas.
Marineland also says the proposed whale sanctuary in eastern Nova Scotia is too polluted, and there has not been any development on the project in five years.
Marineland alleges serious environmental issues, including toxic arsenic on the floor of the site, remain unresolved.
And based on the lack of progress, it's unclear when the proposed sanctuary could even take in the whales.

The Canadian Union of Public Employees argued that if they accepted the offer, flight attendants would still make less than the federal minimum wage.
Air Canada offered a twelve percent increase for most junior flight attendants and an eight percent increase for senior members.
A three day strike ended nearly three weeks ago over wages and work for unpaid hours on the job.
The union says the wage issue is being referred to mediation and if necessary it will go to arbitration.
Both sides agreed there would be no labor disruption and flights will continue to operate.

The latest community to be impacted, Snow Lake, more than 400 miles north of Winnipeg. The town was ordered evacuated late Friday as a large wildfire is threatening the area. About 6,000 people in nearby Flin Flon and the surrounding area have already been forced to leave.
Ottawa has put the call out to its international partners for firefighting help, as Canada's own resources have been stretched to the limit. Meanwhile, smoke from the wildfires in western Canada is causing hazy skies across North America. Live from NPR News in Washington, I'm Dan Ronan. President Trump is pressing Republicans to rally behind his, quote, big, beautiful bill. NPR's Franco Ordonez reports Trump met with senators as the bill comes under fire from a powerful foe.
Imported steel and aluminum just got more expensive. President Trump's 50 percent tariffs on the metals kicked in Wednesday, doubling what they were earlier this week. Trump said last week the tariffs are needed to secure the steel industry in the United States. Martha Gimbel at Yale's Budget Lab estimates the price of new cars will jump by 13 percent because of the tariffs.
And she says other products will also increase.
Gimbel, who previously worked in the Biden administration, estimates the average family will pay about $2,500 more for items if the Trump tariffs remain in place as they are. On the backdrop of Israel's offensive in Gaza, France and Saudi Arabia are leading efforts to promote the international recognition of a Palestinian state.
Israel is opposed to the effort and blocked the Saudi foreign minister from visiting the occupied West Bank. NPR's Daniel Estrin reports from Jerusalem.
Local police departments are increasingly signing on to a program that allows them to partner with federal immigration authorities. NPR's Meg Anderson reports the agreement allows Immigration and Customs Enforcement, ICE, to use the local police agency's jail space. Sometimes it allows the police to do immigration enforcement work in their own communities.
