military has three times more aerial tankers, which are the primary aircraft used in these operations, three times more than all other militaries in the world combined.

So by design, that engine is nearly incapable of producing any condensation trail except under rare and extreme circumstances, which are diminishing by the day because of the warming that's occurring in the troposphere.
