Here's why.
In 1996, California passed a law that classifies some offenders as sexually violent predators or SVPs.
SVPs can be held indefinitely in a mental institution because of the risk they present to the public.
In 2014, a jury decided Heydrich is an SVP, so he remains in a California state hospital.
I am struck by the disparity in how the criminal justice system treated James Heydrich and Tom Jackson.
Heydrich's stories were too grand, his lies too absurd to escape attention.
His red flags blazed crimson.
Judges and juries alike saw through his facade, decided he was a danger, and locked him up.
But Tom received every courtesy because he looked the part of the upstanding father, police officer,
And man of faith.
For all James Heydrich's skills of deception, I'd say Tom Jackson was the better illusionist.
Our focus on Tom has taken us far from the crime at the center of this story.
The unsolved disappearance of Nancy Perry Baird in 1975.
But that's not without purpose.
There's an analogy here.
Serial killer Ted Bundy drew all the attention in Nancy's case, taking eyes off the less flashy but far more likely suspects.
Suspects like Tom Jackson.
By 1990, Heidi and Tori were free from their father's control.
But Tom wasted no time in finding a new family.
