only way to to govern this uh this problem eventually.

And when we do that, we're going to face numerous problems in coming together on these ethical issues and who should pay for the the reduced uh consumption of antibiotics, etcetera.

I mean it's important to acknowledge that every state and actor cannot do the same thing, but we all share the responsibility to act and and to collaborate here.

I've been thinking a lot uh uh about my own country, Sweden, which is regarded by many as one of the best countries to address AMR.

Uh why Sweden was able to create that sort of uh complex governance system that that that is now in place.

And

So what happened was that that a bottom-up movement of uh concerned doctors uh and veterinarians uh established uh some some form of coordination mechanism, which was then was very attentive to this development and and institutionalized that in in some sort of recurring framework, uh and that was also facilitated and supported by

uh some actors that that that you may know like Otto cash and and and others that have been really pushing for this this problem.

So that so there are agencies, the agents that that that are crucial uh and movements to to really uh create these collaborative or horizontal forms of of governance from below.

However, I I don't think that

this is easily you know can be can be exported to other places per se but but needs uh some some really sensitivity to the the

each domestic uh arranged institutional landscapes that that that that exist in in other places.

Um and I think the only answer uh that I have from Sweden is that horizontal coordination needs to be institutionalized.

It needs to have some sort of of recurring uh framework and be sort of spelled out in informal uh clear language in in law or in rules or

In some decree um

But I think this is really complicated and um uh and

Again, something that we need to talk much more about.

The sectoral fragmentation uh or coordination is is a problem.

Uh so we need to

speak the same language and but but ultimately also acknowledge that we have different preferences and and uh knowledge, uh education, there's so many uh things that vary here and we need that to create a workable language that that summons these these different
