So I think one of the practical challenges here is that in order to have a functioning TDR program, there needs to be development capacity remaining on a given property to be transferred at some later time when a willing purchaser and a receiving site is identified. podcast-host

Available somewhere else, some suggestions for language to support the council if we were to for instance, uh one of the ideas that I'd love to explore is limiting the creation of historic districts specifically to within the downtown precise plan boundaries, since that's where I think the the greatest public interest has been in establishing a historic district. podcast-host
