With a couple of exceptions, they said, like, basically, "'Okay, if you don't have a place to go and we don't have enough places for you to stay, then, yes, you can sleep overnight on the public sidewalk.
The police won't arrest you.'"
However, and this is important, you've got to be up and out of there by 6 a.m.
Like, that sidewalk still has to be used by everybody, not just you.
But Estella says that state of affairs didn't last that long because...
If somebody, you know, slept in and the cops showed up and picked them up.
up in court in front of a judge, she says that the judge basically said, like, are you really arresting someone for sleeping in 20 minutes?
You know?
Yeah.
And according to her, that made the cops pull back.
Over time, there were more lawsuits from more advocates who were saying, hey, these people don't just need a place to sleep at night.
They need their change of clothes.
They need their medication.
They need a blanket.
They also need their stuff, which the city would sometimes take.
Okay, so now we have to let them have their possessions as well.
And as the courts reined in the city's ability to sweep up people's stuff, now you don't just see a person on the sidewalk during the day.
You're seeing more and more of their belongings there, too.
that slippery slope just kept going.
Now, I should say, this all gets messy.
