One of these lawsuits was against both the city and Estella's organization, which was accused of confiscating what I'm sure they would call trash, but what others called personal possessions.
Estella's organization denied wrongdoing and ultimately settled.
However, from Estella's point of view, this expansion of property rights and erosion of enforcement, it gradually just degraded the living and working conditions in the whole area.
And she also witnessed the rise of what I think of as the symbol for this new era in the history of this problem.
Like, if you think of the symbol of the hobo era as the train and the symbol of the bum era was the flophouse.
And up until, you know, the mid-2000s, you could say the symbol of the homeless had been the cardboard box on the sidewalk.
But now... Oh, now the city is allowing them to have tents.
Yes.
And soon enough, what came after was... Sidewalks filled with tents.
One after the other.
The tent eventually became this visual icon for just how entrenched the problem had become.
It is tent after tent after tent.
And those tents, Estella says, they help take the already unbearable problems facing Skid Row to a new and more dangerous place.
Now, to be clear, this is Estella's story.
Other people, and we'll hear directly from some of them later, they have a different perspective on how things got so bad and what we should do about it.
And many of those people saw and still see the tents not as anything close to a solution to the problem, but as a modest improvement on the prior situation and for sure not a catalyst for more dire conditions.
So activists will say a tent provides protection from the elements.
If you are a homeless person sleeping outside, perhaps you were pushed onto the street because you lost your job, you have a huge medical bill, and a tent is a place that will give you at least some privacy from other people, some protection from rain, from snow, from sleet, from winds.
Some amount of dignity in the sense that people don't have to watch you do your most private human things out in front of everybody else.
It is incredibly imperfect.
