In their eyes, like a lot of money has gone towards homelessness with little visible results.
So take L.A., for example.
Back in 2016, voters passed this huge bond measure called Proposition HHH.
It was over a billion dollars specifically to build housing for homeless people.
Mostly this like permanent supportive model that we've been talking about.
The housing first model.
The promise was like 10,000 units and you'll see a difference on the street.
Like that was what voters thought they were getting anyway.
But progress was incredibly slow and expensive.
We're talking construction costs blowing past half a million dollars per apartment.
Right, right.
And I should say, after 10 years, like thousands of those units are available now.
So we'll see if they end up delivering what was promised.
But keep in mind, housing is just one piece of homelessness spending.
Audits in California have shown that state and local agencies have poured like billions into homelessness programs of all kinds, housing and shelters and rental assistance and outreach, without consistently tracking what any of it actually accomplished.
And all of that spending has led many critics to adopt the phrase,
Homeless industrial complex.
