But also, I interviewed someone who worked at an L.A.-based homelessness nonprofit for six years.

And I asked her, essentially, like, what do you think is the reason why this problem is not getting solved?

And

To my surprise, honestly, this was what she said.

This was her first answer, homeless industrial complex.

And essentially, I mean, obviously it comes from Eisenhower's military industrial complex.

It's the idea that these government agencies and nonprofits and private contractors, they want to keep the funding faucet on.

And so they just aren't that motivated to solve this problem.

Right.

And I think that this term, it can be applied really cynically to mean like there are literally people who are trying to conspire to not solve this problem.

But I also think people use this term to talk about the kind of stasis that sets in among nonprofits and organizations that have to kind of continue justify doing things the way that they've been doing them.

Well, before I tell you about them, you first need to know that in the last couple of years, there's been an important change in the legal landscape.

remember in the last episode, I told you about that case, Martin v. Boise, and how the Ninth Circuit essentially made a constitutional right to sleep outside under certain circumstances.

Good memory.

So, the legal system...

just kept moving that way.

There were more and more legal protections for the homeless to be out on the street and fewer ways for cities to compel people to get off the street.

And eventually, it all reached a boiling point with a case called City of Grants Pass v. Johnson, and that ended up at the Supreme Court.
