In a recent article about J and rural data centers, Anthony Elmo, who studies economic development, said of rural towns, quote, they don't have the resources to negotiate.
They don't know what to ask for.
They don't have the legal expertise and they don't feel like they have the leverage.
I think Jay knows plenty.

Cody's new life, though, is a sort of exchange.
He spends more time with his union brothers, who live all over the country, than he spends with his actual brother, who works at a restaurant near Jay.
He does this so he can send money home for his girlfriend and their four-year-old daughter.
Recently, Cody was working six or seven days a week.
Somehow the project was already behind schedule, which meant he wouldn't have time to go home.
