with an ingenious piece of legislation and the right people put into it at the time.
That's the environment that the Criminal Assets Bureau was established in in 1996 and they looked at who were the top criminals in Ireland at the time.
So the fact that Thomas Cabana was one of their first people speaks for itself.

It's that secure.
The arrest and conviction of Thomas Kavanagh is one of the most significant convictions that I've seen because here is somebody that achieved and managed to rise to the highest level of organised crime with the trappings of wealth and the power that came with that.
When the likes of Thomas Kavanagh can be prosecuted and locked up, you know, it proves that nobody is beyond.
The sanctions with the US and that whole conversation commenced actually with a phone call received by former assistant commissioner John O'Driscoll, now deceased unfortunately.
But John was our head of organized crime.
He was the assistant commissioner in charge of organized crime here in Ireland.
