And why was his testimony so important?

Because he is the person who ordered the use of Agent Orange and because his own son died from it.

If people listening to me and you now can embrace the idea that, hey, maybe the government does that sometimes, if you can just take that on board, then maybe you can recognize that when the Institute of Medicine does the same thing with the same methods for the same money, paid by the same people with the same experts for the same reasons, then maybe you can say, what about the other stuff they did?
