And you can't fix it with the current political system that's in place.

If it's true that Cuba was this sort of bastion of the global left in the 1960s, it's really difficult to make a comparable case today.
Cuba today still purports to be a kind of a symbol for a certain kind of left, a left that I think is actually quite marginal in most places.
A symbol of resistance to the United States, not a symbol of a model that is seeking to implant itself elsewhere.
Look at Latin America right now.
Latin America has undergone in the last few years a pretty significant shift to the right politically.
So the idea that Cuba is still sort of plotting this overtaking of the region just dramatically contradicts the real correlation of forces that exist today.
The Cuban government is just doing its best to keep the lights on.
Now, that doesn't mean that the Cuban government doesn't have an interest in developing ties with groups outside of Cuba, including the United States, that share its criticisms of U.S.
policy.
There's insinuations in the report that the Cuban government may coordinate things like anti-embargo activism in the United States with certain groups.
That might cross a certain legal line, but that's not substantiated in the report.
I think the key words in that passage you just read are in some way, shape, or form.
Being most generous in my interpretation of the report, there's a long history of the Cuban government seizing on evidence of American political discord dating back to the 1960s as a way to indict the American model and prop up the Cuban model.
