No, I don't buy the argument at all.
I don't think a country building up its own defence capabilities can ever be called a provocation.
That's national defence.
Every sovereign state has the right to defend itself.
And to join whatever alliances they want.

And I feel like often there is quite a sort of double standard in this kind of conversation because no one would say to Iran...
