I would say, I'm guessing here, you'd replace it with, if it's out of bounds, you get it at X yard line no matter what.
Instead of so many yards from the kicking spot, which is in the rule book now.
I think just the wording would probably have to change.

The whole purpose of the penalty was to penalize the receiving team.
No, no, the penalty is to penalize the kicking team for kicking it out of bounds.

So give the receiving team the ball at the 40.
That eliminates if you kick it out of bounds.
Under the current rules, though, they get it where?
Like the 20.
