Now, after the donations were made, Collins hosted an event at Navatex's main headquarters.

And before the event, Cow reportedly told the FBI that Collins, Abbott, and another staffer met with him in private.

He says that one of the staffers told him that the campaign expected more donations.

He told the FBI that Collins herself told him, quote, you've seen me deliver.

And less than a month later, the Senate released a draft defense budget with more than $21 million for Navatex pet projects in Maine.

Believe it or not, everyone, it gets worse.

Because a few months after those straw donations, Cal met with the head of the super PAC that supports Collins, a guy named Scott Reed, and Cal told the FBI that they hammered out a deal for a six-figure donation.

But while the Super PAC cannot, any Super PAC can't accept gigantic donations like that from individuals, it is illegal, can't accept them from individuals, it is illegal for them to accept donations of any size from government contractors for obvious reasons.

So Cow came up with a plan and he told the plan to the head of Collins Super PAC.

In an email obtained by ProPublica, Cow explains that he is going to set up an LLC and funnel the money through that LLC to conceal the identity of the real donor.
