Now, according to ProPublica, Cao said that Collins originally wouldn't meet with him unless he agreed to donate to her campaign.

So Cao and his wife both donated, and Collins reportedly gave him a meeting.

Now, shortly after that, ProPublica reports that Collins included an $8 million line item in the annual defense budget and steered that money towards Navitek.

Despite the fact that government contracts are supposed to be competitive, Republicans obtained emails that suggest Collins' office pushed the Navy to award specific contracts to Navitek.

Senator Collins even bragged about winning that contract for Navatek herself, writing in a 2019 press release about that $8 million Navy contract, saying, quote, As a senior member of the Defense Appropriations Subcommittee, I strongly advocated for the funding that made this research possible, and I'm so proud of the work Navatek and other Maine industries do.
