The new maps would make the state's only Republican-held seat, currently represented by Congressman Andy Harris, more competitive for Democrats.
Republicans grilled Moore and the bill's sponsor, saying the map silenced the voices of residents.
Moore called the president's push, quote, political redlining.
The bill could pass a Democratic-controlled House this week, but it faces opposition in the state Senate.

Governor Westmore vetoed the bill last year, arguing he didn't need a study to know harm was done.
He pushed his own approach, which included cannabis pardons.
Those supporting his veto called the measure well-intentioned but divisive and questioned whether it's even practical to calculate compensation for the harms of slavery and segregation.
Others say the state enforced slavery and segregation, so the state must make amends.
