Many countries which are oil producing, if they keep the energy prices artificially low and they need to subsidize because that's like lost revenue for oil companies which could have sold this at higher price globally.

But the problem is that once you start a cycle of subsidies, once you start that cycle of I don't know, I think it's complicated.
