Reuters says more than $175 billion in tariff collections may be subject to refunds.

When the Supreme Court ruled the International Emergency Economic Powers Act didn't give President Trump the power to impose tariffs, he went elsewhere.

Under Section 122 of the Trade Act of 1974, he can raise tariffs for a limited time.

Late Friday, he imposed a 10 percent tariff, but Saturday he said he's raising them to 15 percent.

And what about the money already collected under the previous tariffs?
