public or muzzling comments.

So we're not, I'm not talking about the public because we do have a time limit for the public.

And I think just a clear understanding of what the role of a city manager and staff.
And sometimes we forget that.
We want the city manager and the city manager works for us.
So putting her or him in this case in an awkward position by giving us everything that we ask for.
And the reason I say this was I was on the staff for many years and I know how difficult it is to run an organization
which is staffed by experts.
And sometimes we come off as saying we are the experts and we're not.
We are five different people who got elected for whatever issues that seemed important at that time.
But I don't pretend to be a civil engineer.
I don't pretend to be an accountant.
And I think that lack of trust, and it goes back to your previous slide,
where we spend a lot of time, maybe not all the time, but we have spent a lot of time directing the city manager and her staff to do things a certain way.
