And this was weird to this guy because those dumpsters were not full.
There was no reason to empty them hastily as was being asked of him.
It was a waste of time, it was a waste of fuel, but he was told, you know, do it anyways.
After hearing about Anne-Marie's disappearance, it did not sit right with him.
With that statement and the one from the cleaning lady, police felt like they finally had enough to get a search warrant.
But first, federal prosecutors from the U.S.
Attorney's Office wanted to meet with the local team overseeing the investigation.
The feds, which was led by a 31-year-old prosecutor named Colm Connolly, offered local authorities a choice.
He could turn this into a federal kidnapping investigation and bring in more resources, mainly because Anne-Marie was last seen alive in Pennsylvania.
But if Tom drove her back to Delaware and killed her there, that meant that he had transported her across state lines.
But if they chose to do that, upgrade it to a federal kidnapping investigation, the federal government would take over it completely.
It would be a grand jury investigation with strict federal secrecy rules.
Federal agents would handle everything, including the search.
And Wilmington detectives would not even get updates on the case after that.
And still, knowing all of this, the Delaware prosecutors agreed.
As much as they wanted to see this case all the way through, they knew that a federal investigation meant more help, a bigger budget, and the latest forensic science.
And handing it off was the right thing to do for Anne-Marie.
