one of the things they're asking is whether there should be additional circumstances under which they could suspend the effectiveness of an etf so launching the way that etf filings work right now is that once you file something once you file an application everyone can see it it's open to the public it's not dramatic but when you have all these new categories being dreamed up when one person files
