I wrote down, so again, one of the questions I asked is, you know, in a worst case scenario, if the Bay Area Host Committee disputes something, the 49ers are found to not be responsible for paying.

You said that our funds would pay for it.

I want to know specifically, is that our reserve, operating reserve?

Is that our discretionary reserve?

Where does that come from?

I think in general, I just, I want to understand, it seems like

since the 24 settlement what's happened is we've got crafty with the bucket moving in order to what looks like me you know we want to prioritize making it look like we're making income but it's been shifting things just on the back end of the house and so I think that my big question really I don't want to go I know we'll have more time to do this as we deliberate later but

What I don't see in this budget is an answer to the really pressing question of we are plateauing right now, and we are at the point for the next 10 years that the only income we are projected to make is our ground rent.

So the stadium on paper in this report is no longer a financially viable model.

And what I don't see in this budget is a plan to bring that back.

And so we are operating with, okay, we're here, this is what we've got to work with.

But I would say that we have a responsibility to, in this budget, talk about how we can become a profitable entity again.

And so I would like in the response on Tuesday that there would be some kind of planning built into our budgets going forward that says, how do we deal with the 75 million capital expense reserve and lower income every year with, you know, the public safety costs rising, but our threshold not going up for that.

There's just a lot that we have room to do or maybe potentially don't.

But with this budget as is, it's kind of a,

Oh darn, here you go.

And so I don't know if that's the responsibility of the director, the city manager, but I know that I would like to see a budget that has a solution instead of just, hey, this is where we're at.

I'm glad that the renovation fund and demolition one was brought up because I would like to understand what the difference is between a renovation fund and the capital expense fund.
