So a quick comment.
Just because there's like the 2700 condominium units, it doesn't mean that they're going to be for sale.
They can be rented out so that people don't think that there's going to be a massive condominium project out there.
And they did, in the original project, you had, I believe, two parcels back in 2018, and now they've parcelized the entire project out so that they can sell individual sections off, if I understand that correctly, if a different developer is interested in a certain block, that they can move ahead with that.

So the tentative map was already approved through the administrative process under SB 35, right?
And then what's on the agenda today is a final map.
And then all we have authority to do
is for the final map is to find that it's consistent with the tentative map.
And then we have to approve them.

For this project, this SB 35 project, that subdivision improvement agreement is ministerial for the council.
I do know that the public works director and the city attorney interfaced in the negotiation of that document.
So this is a result of a negotiation, which means it's not administerial.
No, I think it's still ministerial.
I mean I'm quite improvements to provide or not provide so why is that not a discretionary decision.
