So that's why, because reading this does bring me to a question of what could be included in a subdivision improvement agreement or not.

For example, this would improve the curb, the gutter, the sidewalk, the driveway.

Then how about the wall that's separating from the neighborhood?

How about any improvement for that wall?

Shouldn't that also be included as an improvement?
