More than 4,000 people asked to evacuate Oahu's north shore as the region saw roughly a foot of rain overnight.

Noting a flood watch for the region is in effect through Sunday, with the heaviest rain expected tonight and tomorrow.

Los Angeles County District Attorney Nathan Hockman says Ivana Lissette Ortiz faces charges of attempted murder, 10 counts of assault on a person with a semi-automatic firearm, and three counts of shooting at an inhabited vehicle or dwelling.

The 35-year-old from Orlando is accused of opening fire at singer Rihanna's gated home in the Beverly Hills area Sunday.

Ortiz is also accused of firing at a neighboring home with two others inside.

No one was injured.

Hockman says officials are investigating a motive, noting Ortiz's arraignment was continued to March 25th.
