So essentially, the government is paying employers tax. matched

to pay their employees to use these leave programs. matched

But when we look back on it to see how much money was spent and how people use these, there's not going to be a lot of data available. matched

So it'll be hard to see how effective they really were in the end. matched

In terms of employees, what I found that is many people don't even know that they are eligible for this kind of leave. matched

They researched on their own what was available and figured out what they could take. matched

So I think a lot of employers haven't been great about communicating the rules or communicating eligibility to their employees who could use these leaves. matched

They may not be posting information. matched

In some cases, the employers may not even know or they may be confused by the programs. matched

So there are a lot of reasons why some of that information is not getting to the people who need it the most. matched

One interesting thing I heard from these either insurance companies or companies that manage the programs for other employers is they've had very few people using the government program. matched

And again, that may be because people aren't even aware that they have access to it. matched

So for instance, one company that I spoke to that manages these leave programs for employers, they had processed about 900,000 claims related to COVID since I think since March. matched

And fewer than 10,000 of those were for the FFCRA leaves. matched

Most of the leaves were under family and medical leave, which is the mandated program for it covers a lot more employees. matched

That's all unpaid time off. matched

Or they were personal leaves of absence, which is when an individual just takes an unpaid leave, mainly through the generosity of their employer who agrees to hold their job for them, even though they're not paying them for that time. matched

There hasn't been any conversation about that related to the most recent stimulus bills that are under discussion. matched

Unlike unemployment insurance, where there has been talk about adding some more relief for individuals who have lost their jobs, the same can't be said for leave, unpaid or paid options. matched
