The problem is that the Bears themselves haven't done enough work, full stop.
Whether we're talking about the environmental survey in northwest Indiana, whether we're talking about the traffic report that the mayors near Arlington Heights all need, whether we're talking about talking to Chicago lawmakers who work in Springfield, whether it's them talking to people in Springfield about what it is they need, they haven't done enough work.
Oh, so you mean that the on-field Bears stuff we got to talk about today, too, and not in the best way?
