So I think the intention of a ballot major like this is to ensure that we do tie the hands of future council because we know that the majority of city council change from every two years.
And we want to be sure that the public land, when we make any permanent decision, it is the majority or super majority of the Cupertino voters.
And I think the intent is to tie the hands of any city council so that we are sure.
Because a lot of times people are elected based on very general
idea of what they think they would like to do, but in practice people change, and in practice it's very hard to get down to the details.
So it's important to make sure when we make permanent decision about public land, we consult with our people.

but in terms of zoning, but land use could be public facility, or it could be parks and open space.
For example, Quinlan is PR, but land use is public facility.
And sports center is PR, and land use actually is parks and open space.
which is exactly the same as a memorial park.
