Actually I would like to first answer some of the question by the public.
I think I know the answer but the public probably want to know who has the right to cancel meeting chair or the staff who sets the agenda.

I think there is pros and cons for that.
But if you have the alternate place in place, that does not solve the problem of attendance requirement.
Because for a particular member, they will still be missing the regular meeting or...
Actually, especially since if we adopt the alternate thing, that means we likely will not reschedule a meeting to ensure we have quorum.
It's more likely people would miss a regular meeting because they couldn't make it.
