There is a Department of Defense manual that actually uses this kind of strike or killing people who have
floundered after a boat has been struck as an example of a war crime.
It is the premier example.
And Tom pointed out in his article about the U-boat in World War II and several other instances that happened.
It's a crime.
You're killing human beings.
