And it was also the first time that Hoover or that the United States had really deployed
humanitarian relief in a way that became like legitimate American soft power, even though it was voluntarily orchestrated at first and then it became part of U.S.
policy.
This is a charitable American volunteerism turned outward to the world and what becomes this extraordinary display of soft power and then becomes one of sort of the arsenals of our diplomacy in the 20th century.

But he writes about the feeding of the Bolsheviks in that period that as deadly and bloody as the revolution was, it was important for humanity to
to see for itself with its own eyes that the idea of Bolshevism and of communism, which is theoretically a beautiful idea, had proved itself in rivers of blood, and that Hoover believed this was, as horrible as it was, this necessary experiment for humanity to then learn from.
because this idea practically applied simply doesn't work.
It had proved itself in rivers of blood.
And this is, you know, Hoover developing his own political philosophy about what made the U.S.
of his time so extraordinary and the ideas of these other sort of
new nations, nations that had swept off monarchies, czars, old forms of power, flirt with new sort of isms that had ultimately and were ultimately failing before all of our eyes.
They forget that part, the modern communists, I think, and the modern socialists.
