And sometimes they would agree and sometimes they wouldn't.

But as soon as word got out that this was happening,

up the river, people started listening.

And essentially, he organized these massive tent cities that had vaccines, food, water that were temporary that people could then live in until they were able to go back and rebuild.

And this was the largest, to your point, sort of weather event up until Katrina.

And

Hoover basically took charge, but then also deployed this sort of spirit of volunteerism.

He got the American Red Cross involved in a way the American Red Cross had never been involved at this large of a scale.

And through massive telethons and fundraising drives, there was no congressional money deployed to help in the 1927 Mississippi River flood.

It was all voluntary donations distributed through the American Red Cross that helped

helped the country rebuild in that time.

And so Hoover had this very strong philosophy that if you asked Main Street for what you needed, Main Street would deliver tenfold.

Because there was something about his experience with the American people as opposed to peoples in sort of all over the world, and literally he had been in every other continent except Antarctica, that really felt committed to communities they were part of.

He observed this in the American people.

He observed a sort of deep embedded degree of philanthropy on a local level that he felt could be harnessed in a way unlike anywhere else.

It is the largest private collection in the United States, one of the largest in the world.

By the way, it now doesn't just contain

the czar's abdication papers and all of the materials from Russia that, by the way, the Bolsheviks would have destroyed, but it also contains enormously important materials from all over the world that deal with war, revolution, and peace.

So we have all of the secret papers from Saddam Hussein's Ba'athist secret police, many of the papers from Adolf Hitler's top tier sort of inner circle cabinet as they litigated the war.
