It came just months after Tevin's conviction, and the celebration drowned out almost everything else.

Back in April 2011, universities across the country had received a letter from the federal government.
It came from the Department of Education, 20 pages.
The letter had a simple but sweeping argument.
Title IX, the federal law banning sex discrimination in education, applied to sexual assault too.
You might know Title IX as the law that gave women equal access to sports.
That's how most people know it.
But this letter was saying, unambiguously, that Title IX was much bigger than that.
When a student reported a sexual assault, the school had an obligation to respond and to investigate.
The subtext was clear.
Comply or risk losing federal funding.
Baylor ignored it anyway.
The letter had stated that every school needed a Title IX coordinator, someone whose job was to receive complaints of sexual assault and make sure they were handled properly.
Baylor hadn't hired one.
And you heard what that meant in practice.
