Football, the report concluded, operated above the rules.
Over the course of just four years, 19 football players had been linked to allegations of sexual violence.
Baylor had no choice.
Coach Art Bryles was fired.
President Ken Starr and Athletic Director Ian McCaw were also forced out.
Later lawsuits would allege that the problem was even worse than Pepper Hamilton had suggested.
According to one lawsuit, over the course of just four years, at least 34 football players were accused of committing 52 acts of rape.
