And were other vendors given an opportunity to submit their own proposals?

If not, I think they have to be given that opportunity under the law.

If it was posted and they just didn't see it, then we've complied with the law.

Can you address that issue?

So if you recall, at the last meeting, the item that was initially on the agenda was a motion to move forward with the competitive RFP process for unsolicited proposals.

At that meeting, the board instead directed staff that we should go forward with the noncompetitive process, which is this.

So these two public hearings, these are two hearings at which the public has an opportunity to review the proposal.

It's posted on the agenda.

They have an opportunity to provide feedback to you, just like this gentleman is today.

And you can make a determination that

if you would like to change your mind about what the process will go through.

If not, we'll have these two meetings, and then you'll make the findings that are required statutorily to move forward without it going through with the RFP.

I don't know what the statutory requirements are.

And the fact that another competitor has, I mean, had we gone through the competitive process and they just didn't apply, I would say, great, we complied with everything.

I just want to make sure we're doing this properly.

And so if we, because of the presence of a competitor who said, hey, we would like to bid and we haven't had an opportunity, if we just go ahead and award it to Filthy Organics,
