We know there was a maximum of 16 people could be there because there's eight cells.

and up to two people per cell.

Now, Jeff was by himself in one cell.

So that leaves seven cells.

So there was a maximum of 14 other people on the tier.

We're not talking about hundreds of people.

So the question becomes, who were the other prisoners?

When did they get there?

And where are they now?

We can't get any of this information from the government.

Any interviews done or statements by those prisoners?

From what we understand, they weren't interviewed, which is normally done.

So these are questions that would normally be given in a transparent situation.
