It's a neural mapper that allows them to essentially record a subject's memory and store it.
Not only that, if they had enough proteins and lipids, they would be able to repeat this process as many times as they want.
He brings this up because he doesn't feel like using the orphans is going to be sustainable long-term.
Eventually, they will run out.
Huh, interesting.
This isn't just about storing someone's memories in a computer like they did with him.
When he's talking about lipids and proteins, he's talking about literally recreating physical brains that they can then put into toys.
This is what is stored in the data center deep in the labs.
And that is what Harley wants access to.
He's back in the same situation as he was before.
He's running out of subjects, and so he needs access to the orphans' memory files so he can continue.
But the prototype refuses, because he doesn't trust Harley with the orphans in any capacity, be they real or simply memory scans.
However, that doesn't mean the prototype isn't using them.
The prototype is running out of options.
He started out using the adults like Preston in his experiments, but he notes in the x-rays that children have more plasticity, making them easier to work with and more likely to survive.
But now it's been 10 years.
If the toys are struggling to survive, there's no way the orphans aren't as well.
So rather than let them die before he can figure out the answers to infinity, he scans their brains so he can continue to experiment on them, trying again and again to turn them into perfect toys like him.
That may also be why we see giant toys like Brawn eating growth medium.
We thought it acted as a food supply for the toys, but maybe it was also a source of productivity.
